FRecently, photo-induced superconducting-like response have been reported in the normal state of cuprates, K3C60, and κ-(ET)2Cu[N(CN)2]Br. I shall analyze the experimental results and propose a general mechanism for transient superconducting-like response. In our proposal, an intrinsically non-equilibrium state produce prefect conductivity, robust against dissipation, but no Meissner effect.
